[Request Future Production]  This is how you govern goods and services.
  Pay with either plain-old-money or by offering to achieve future production.

[Offer Future Production]  This is how you pay with work.

Constraints:
Plain-old-money must be used to buy land and startup supplies without debt.
That land must be used to produce all goods and services needed by those workers.
Land ownership must vest to workers as they accomplish that production.
Land is owned to control that production and to avoid paying rent or profit.
